PowerToys is close to mandatory on Windows: FancyZones and PowerToys Run alone replace several paid utilities, and it is free and open source. The catch is that it is a toolbox, not a focused product — if you only want best-in-class window tiling or launching, a dedicated tool may feel more refined, but the price and breadth are unbeatable.
